Born 12 February 1940 in Espoo, is a Finnish documentary photographer known for monochrome portraiture made during the 1960s, a period of rapid social transformation in Finland. His work focuses on individuals and communities in both urban and rural settings, including smallholders, the elderly, middle-class city residents, and Romani people.

He trained as a goldsmith from 1955 and studied at the School of Applied Arts through evening courses held at the Ateneum. Alongside his trade, he became involved in photography through colleagues and the Helsinki Camera Club, where he developed a strong commitment to portraiture. Working primarily with a Rolleiflex medium-format camera, he produced a sustained body of portraits between 1962 and 1971, approaching his subjects with a deliberate, studio-informed method even when working on location.

A formative collaboration began in 1966 with photographer Mikko Savolainen during trips to Northern Karelia. Their work resulted in several photobooks, including Suomea tämäkin (1970), Raportti Suomen mustalaisista (1972), and Vanhuksia (1981), combining Hölttö’s portraits with Savolainen’s emphasis on community and environment. His portraits from this period are often compared to August Sander’s typological work, though his approach remained personal rather than systematic.

After winning the State Photography Prize, he left goldsmithing in 1970 and later worked in advertising, which limited further personal projects. His photographs have been widely exhibited in Finland and internationally, and later publications reinterpreted his negatives with more restrained tonal reproduction and looser sequencing.
